Indeed, the reason for the inclusion of the final payment for the pandemic preparations was specifically because a pandemic could harm an already-rocky, fragile economy. And if this becomes a pandemic, it *will* harm it.&lt;br&gt;&lt;br&gt;The point is that arguing that the funding is not stimulative is absolute nonsense. As my USAF ex-father-in-law used to say (may God rest his soul) &quot;Prior planning prevents piss-poor performance.&quot;</description>
