		<description>Very nice summary.  It&#039;s important to recognize that we are a long way from anything being in place.  There is no incentive for any medical business, insurer or provider, to create effective portable medical records.  In fact, I would say there is a disincentive, as they would get no additional revenue but would likely see a substantial increase in cost.  The cost for this must somehow be born by patients OR medical businesses must be able to clearly see a positive or neutral financial impact.</description>
